No. 20: Gaara

Coming in at 20 is the Fifth Kazekage, Gaara. The former One-Tail Jinchuriki remains a top-tier Shinobi with his "Absolute Defense," but let's be real—the modern era hasn't been kind to him.

Against Otsutsuki-level threats and the new Shinju clones, sand just doesn't cut it anymore. Compared to Kashin Koji (No. 19), who has unextinguishable flames and "Ten Directions" foresight, Gaara’s defense is a bit too "physical" for a meta dominated by conceptual attacks. He’s a legend, but the power ceiling has left him guarding the entrance to the top tier.

No. 19: Kashin Koji

No. 19 is the Jiraiya clone and former Kara member, Kashin Koji. Not only does he have the Sannin’s entire kit, but his "Ten Directions" ability—a remnant of Shinjutsu—allows him to see glimpses of the future.

He can outmaneuver Gaara’s sand easily with that level of insight. However, he sits below Sasuke (No. 18) because he lacks the raw destructive output of the Uchiha. Koji is a tactician specialized in "observation and counter," which is great until you face the sheer brute force of a Perfect Susanoo or Amaterasu.

No. 18: Sasuke Uchiha

Even after losing his Rinnegan, the "Supporting Kage" is still a menace. His Mangekyo Sharingan and decades of combat experience keep him relevant against gods.

He ranks above Koji because of his instantaneous lethality, but he loses out to the Shinju clone "Hidari" (No. 17). Hidari is literally a refined, buffed copy of Sasuke with infinite chakra and Divine Tree regeneration. Fighting your own shadow when the shadow is on steroids is a losing battle, hence this spot for our favorite Uchiha.

No. 17: Hidari

Hidari is the sentient Divine Tree born from Sasuke. He uses Sasuke’s Chidori and swordsmanship but fuels them with the violent energy of the Ten-Tails.

He’s shown the mobility to take on multiple high-level fighters at once. The reason he stays at 17 is Delta (No. 16). Delta’s scientific ninja tools and her "Anti-Regeneration Beams" are the hard counter to Shinju biology. Hidari is still figuring out his own ego, while Delta is a programmed killing machine.

No. 16: Delta

Delta is the Kara powerhouse who went toe-to-toe with Naruto’s Nine-Tails Chakra Mode. Her eye beams provide permanent damage that negates healing, which is a massive win-con against the regenerators higher up the list.

However, she ranks below Boro (No. 15) because of his "Dark Cloud" virus. Physical destruction is Delta's forte, but Boro’s microscopic virus can paralyze a target before they even realize they're in a fight. Even a cyborg body has limits when its systems are being melted by a biological weapon.

No. 15: Boro

Boro is a tank with "Abnormal Regeneration." As long as his "core" is intact, he can rebuild his body from a puddle. His invisible virus mist is a top-tier debuff that would eventually shut Delta down.

The problem? Sarada Uchiha (No. 14) and her Mangekyo Sharingan. With her heightened perception, she can literally see his hidden core and the virus particles. One Chidori to the core, and Boro’s immortality becomes a memory.

No. 14: Sarada Uchiha

Sarada has leveled up massively in Part 2. With her Mangekyo Sharingan awakened and Sakura’s monster strength, her precision is terrifying.

She outclasses Boro because she can expose his weaknesses instantly. But compared to Momoshiki (No. 13), she still hits the "Otsutsuki Wall." She doesn't yet have the chakra reserves or the Hax to stop a god from absorbing her jutsu or warping space around her.

No. 13: Momoshiki Otsutsuki

Momoshiki is a ticking time bomb inside Boruto. Using Boruto’s refined taijutsu combined with his "Takamagahara" (jutsu absorption/amplification), he is a cosmic threat.

He treats Sarada’s jutsu like an appetizer. But even Momoshiki was terrified of Naruto’s "Baryon Mode" (No. 12). Baryon Mode is the ultimate Otsutsuki-killer, shaving off life force with every touch. Momoshiki’s regeneration means nothing when his actual lifespan is being deleted in seconds.

No. 12: Naruto Uzumaki

The Seventh Kage at his absolute peak: Baryon Mode. This form gave him the speed to out-think an Otsutsuki and the power to drain Isshiki’s life just by touching him.

It’s the highest "momentary output" in the series. However, Jigen (No. 11) ranks higher for strategic reasons. Baryon Mode has a massive time limit. Jigen can use "Sukunahikona" to shrink, hide, and just wait for Naruto’s timer to run out. In a battle of attrition, the vessel wins.

No. 11: Jigen

As the vessel for Isshiki, Jigen embarrassed both Naruto and Sasuke at the same time. His combination of shrinking objects and manifesting rods out of thin air is a nightmare to track.

He’s only at 11 because Code (No. 10) with his limiters removed is canonically stated to be stronger. Code has the "White Karma" and doesn't have to worry about his body breaking down like Jigen did, allowing him to maintain peak lethality indefinitely.

No. 10: Code

Entering the Top 10! Code is the heir to Isshiki’s will. Without limiters, his physical stats are insane, and his "Claw Marks" give him the most versatile teleportation in the game.

While he out-stats Jigen, he loses to Eida (No. 9) because of her "Omnipotence." Code literally cannot kill her because his own mind won't let him. Eida’s passive charm is a conceptual barrier that physical strength can't break.

No. 9: Eida

Eida is broken. Her Shinjutsu "Omnipotence" can rewrite the memories of the entire world and forces anyone who isn't Otsutsuki to fall in love with her, making it impossible to attack her.

She’s 9th because pure Otsutsuki like Isshiki (No. 8) are resistant to her charm. Isshiki’s "Daikokuten" allows him to drop massive objects from a timeless dimension faster than Eida can process, ending the fight with physical "logic" that her charm can't stop.

No. 8: Isshiki Otsutsuki

The big bad of Part 1. Isshiki’s ability to shrink anything (Sukunahikona) and store it in a pocket dimension (Daikokuten) made Shinobi techniques look like child's play.

He ranks below Part 2 Kawaki (No. 7) because Kawaki has inherited all these powers and combined them with "Scientific Ninja Tool" body mods. Kawaki is more flexible, more ruthless, and has higher growth potential than the "proud" Isshiki.

No. 7: Kawaki

Post-timeskip Kawaki is a monster. He has mastered Isshiki’s dojutsu and has zero hesitation when it comes to "deleting" threats to Naruto.

He’s a more efficient version of Isshiki. However, Jura (No. 6) proved to be too much for him. Jura’s Tailed-Beast-level chakra blasts and gravity-defying mass attacks were simply too fast and too large for Kawaki’s shrinking ability to handle.

No. 6: Jura

Jura is the leader of the sentient Divine Trees. He combines the instinct of the Ten-Tails with vast knowledge. He flicked Kawaki away like a fly and can fire Tailed Beast Bombs from his fingertips.

He is the embodiment of "Presence." But Daemon (No. 5) is the hard counter to Jura. Jura’s high aggression is exactly what triggers Daemon’s "Reflection." The stronger Jura attacks, the faster he kills himself.

No. 3: Otsutsuki Shibai

The legendary figure who transcended his physical body to become a "God." Every broken ability we see—Eida’s charm, Daemon’s reflection—are just discarded scraps of his power.

He can rewrite reality on a galactic scale. He’s the peak of "Individual Power." However, the Seed of the Divine Tree (No. 2) is the source of all chakra. Shibai reached his level by eating the fruits of the Tree. The Tree is the absolute mass of energy that even gods have to serve or feed upon.

No. 2: The Ten-Tails (Original Shinju)

The source of all chakra. It is the planetary life force that Otsutsuki plant to harvest worlds. Every sentient Shinju like Jura or Hidari is just a fragment of this entity.

It’s the absolute weight of nature. No single jutsu can truly stop it; it’s an inevitable force of the universe. But there is one thing higher: the being that eats this force and redefines the laws of the universe itself.

No. 1: Otsutsuki Shibai (Apotheosis State)

The No. 1 spot goes to Shibai after he discarded his flesh to reach the higher dimensions! At this stage, "fighting" is a dead concept. He doesn't need seals or chakra; he simply wills things into existence. He created storms with a wave of his hand and thunder with a scream.

Every struggle Naruto, Sasuke, or Boruto has gone through is just a blip in Shibai’s mind. He is the beginning and the end of the BORUTO universe. He is God, period.
