Vigilantes: My Hero Academia Illegals is the official spinoff that takes us into the gritty, lawless side of the hero society we know and love.

Unlike the flashy spotlight of the main series, this story follows those performing "illegal" hero work in the shadows. As a fan who followed all 15 volumes, I was constantly hyped watching Koichi Haiyama evolve from a timid college student into the legendary "Skywaker."

Today, I’m breaking down the Power scaling of the Naruhata underground. Using data from the manga, the official guidebook, and creator interviews, I’ve analyzed every character’s peak performance. From petty thugs to the world-ending threat of the final boss, here is the definitive Strongest character ranking!

 

The 3 Pillars of This Power Level Analysis

 

1. Hard Feats and Battle Records

The primary metric here is direct combat performance. I prioritized how long it took a character to suppress an opponent, especially against Quirk-enhanced "Trigger" users. Feats involving Quirk output, versatility, and raw martial arts skills were heavily weighted.

 

2. Mental Fortitude and "Clutch" Awakening

In the world of vigilantes, mental toughness is a survival tool. I’ve factored in Knuckleduster’s sheer tenacity to fight Quirkless and Koichi’s legendary late-game awakening. These "clutch" moments are essential to their overall power level.

 

3. Lore Significance and Lethality

Some characters, like Stendhal (the future Hero Killer Stain), possess a level of lethality that transcends simple power levels. Their intent to kill and specialized assassination skills were factored into their ranking based on the Lore provided in both Vigilantes and the main series.

No. 20: Ichime Samatsu

The leader of a local high school delinquent group. His Quirk, "Pointy-Hot," lets him shoot fire from his eyes, but it’s basically just lighter-fluid level. He’s the first fodder Knuckleduster and Koichi dealt with. Zero combat tech, zero versatility.

 

No. 19: Eizo Tanuma

The veteran detective and Naomasa Tsukauchi's senior. His Quirk, "Fleet Foot," gives him decent speed and stamina. While he’s a pro at apprehension and investigation, he lacks the raw firepower to take on actual combat-heavy villains solo.

 

No. 18: Soga Kugime

Initially a delinquent leader, later a crucial ally. His Quirk, "Spike," lets him protrude sharp thorns from his body. Once he stopped relying on Trigger and mastered his Quirk, he became a solid mid-tier brawler. He can zone out speedsters but lacks the punch to take down heavy-duty tanks.

 

No. 17: Kirihito Kamaike (Kamayan)

A victim of the Queen Bee experiments. His "Camel Cricket" Quirk was forcibly modified, giving him a massive insectoid body and insane jumping power. He has enough physical armor to ignore Soga’s spikes, but he’s a bit too linear to handle more complex fighters.

 

No. 16: Ikajiro Takobe

A modified villain with a mix of octopus and squid traits. He has eight limbs and can spray ink, which was actually enough to momentarily confuse Eraser Head in Volume 1. Multi-directional attacks make him a nightmare for simple power-types.

 

No. 15: Teruo Unazawa

A modified fan of Pop☆Step whose "Eel" Quirk was boosted to generate high-voltage electricity. His ability to paralyze opponents on touch or via water makes him a top-tier crowd control threat. He’s a natural counter to Takobe, though he struggles against high-end Pro Heroes.

 

No. 14: Fat Gum (Past Version)

The fan-favorite Pro Hero appears here during his "drug-busting brawler" days. His "Fat Adsorption" lets him tank shocks and energy, converting it into a counterattack. He easily negates electricity-based villains and has the pro experience to dominate most street-level scraps.

 

No. 13: Oboro Shirakumo (Loud Cloud)

The late best friend of Aizawa and Mic. His "Cloud" Quirk allowed him to create tangible platforms for high-speed aerial combat. Combined with his staff skills, his 3D maneuvering was far beyond his student status. He’s one of the most promising young talents in the Lore.

 

No. 12: Pop☆Step (Queen Bee Parasite Form)

When No. 6 implanted Queen Bee into her, Pop became a tactical nightmare. She gained flight control and a swarm of thousands of bees for remote attacks and mental manipulation. The sheer scale of her threat—planting bombs across the city—puts her in a different league of destructive power.

 

No. 11: Ingenium (Tensei Iida)

Iida Tenya’s older brother and leader of Team IDATEN. His "Engine" Quirk gives him top-tier acceleration, allowing him to suppress street villains in the blink of an eye. He’s a refined Pro who can pierce through Pop’s bee swarm before she can even react.

 

No. 10: Eraser Head (Shota Aizawa)

Even in his younger years, Aizawa was a beast. His "Erasure" is the ultimate equalizer, and his binding cloth techniques are specialized for taking down OP characters. He has consistently neutralized Trigger-boosted villains throughout the series without taking a scratch.

 

No. 9: Captain Celebrity

The top US hero who came to Japan for a PR stunt. His "Flight" and "Aerodynamic Field" give him insane strength and near-impenetrable defense. He once held up a massive cruise ship while it was falling! His raw output is second only to All Might, though he’s vulnerable to specialized assassination.

 

No. 8: Stendhal (Akaguro Chizome)

The man who would become Stain. His "Bloodcurdle" and master-class swordsmanship made him a terrifying vigilante who executed villains without mercy. His combat sense is arguably beyond the Pro level, nearly ending Koichi and Knuckleduster during their early encounters.

 

No. 7: Monica Kani-yashiki (Kaniko)

Don't let the schoolgirl look fool you; she’s an absolute monster. Her "Crab" Quirk transforms her fingers into shears that can cut through anything, including Koichi’s repulsion barriers. She can also molt to heal injuries instantly. She’s an "irregular" that even trained martial artists struggle to touch.

 

No. 6: O'Clock (Prime Iwao Oguro)

Before he was Knuckleduster, he was the speedster hero O'Clock. His "Overclock" Quirk accelerated his perception and actions by thousands of times. He could end a fight before the enemy even blinked. He was the No. 1 hero for rescues due to this insane efficiency.

 

No. 5: Queen Bee (Hachisuka)

The "Factory Manager" behind the Trigger distribution. While physically weak, her ability to share consciousness with a massive swarm and control others via parasites is city-level. Even a speedster would struggle to eliminate tens of thousands of individual bees before being overwhelmed.

 

No. 4: Knuckleduster (Quirkless Iwao Oguro)

The man, the myth, the legend. Even after losing his Quirk, Iwao is a force of nature. Using gadgets, painkillers, and pure veteran experience, he clapped Stendhal and suppressed Queen Bee. He’s the ultimate human peak, reading the "intent" of an opponent before they even move.

 

No. 3: No. 6 (The Final Form)

The ultimate artificial human and the series' final boss. He possesses "Overclock," self-regeneration, and the ability to turn his body into plasma. His "All-Directional Self-Destruction" at the speed of lightning is a feat that puts him beyond almost any biological hero. He is a literal god of destruction.

 

No. 2: Koichi Haiyama (Final Awakening)

Our protagonist! He realized his "Slide and Glide" was actually "Repulsion Manipulation." By the end, he was walking on air and firing compressed air bullets (KGD). In the final showdown, he dodged thousands of explosions from No. 6 and reached a level of power comparable to prime All Might. He’s the Goated vigilante.

 

No. 1: All Might (Prime)

The Symbol of Peace. Since Vigilantes takes place years before the main story, All Might is still in his untouchable prime. No matter how much No. 6 plotted or how many bombs he set, All Might’s arrival meant the instant end of the conflict. He is the ultimate ceiling of the Power scaling in this universe.

 

Conclusion: The Growth of a True Hero

This Strongest character ranking shows that while All Might is the "absolute answer," the heart of Vigilantes is watching Koichi struggle and reach his own peak. Seeing him use the "Quirkless" techniques he learned from Knuckleduster to defeat a "Quirk-stuffed" monster like No. 6 is one of the best moments in MHA history.

    流石にセレブリティがナックルダスター以下はないと思います。ていうかセレブリティには覚醒主人公でも勝てないと思います。

    オーバークロックは乱波に対してオーバークロックの能力をもってしてもつけいる隙がないと言っていたし乱波瞬殺したスピード系個性でもないオーバーホールでも余裕で対応出来そうだし変身前No.6の攻撃捌いてたクロウラーそこまで特別ではない事、乱波とオクロックがほぼ同格の攻防なので捌くのに必死なクロウラーよりオーバーホールの方が近接の攻防は強い。
    クロウラーは墜落中の旅客機を余裕がないら状態で助けたが旅客機は大きなもので乗客500人乗せれる程度、キャプテンセレブリティが余裕で片手で持ち上げてたドームは五万人の人が入っていた事からキャプテンセレブリティ>クロウラーじゃないですかね?
