We’ve got Luffy's awakening as "Nika," Buggy (?) somehow ascending as a new Emperor, and the Gorosei and Holy Knights finally stepping out of the shadows to join the fray.
The power scaling in the series right now is moving so fast that "inflation" doesn't even begin to cover it. We're seeing OP characters who operate on an entirely different dimension of strength. It brings us back to the eternal debate among fans: "Who is actually the strongest?"
I’ve spent countless hours analyzing not just Devil Fruit hax, but the mastery of Haki—the true key to the endgame—and the most recent Feats from the latest chapters. From the legends of the Golden Age to the monsters of the current era, here is my definitive Strongest Character Ranking of the top 30 powerhouses.

ONE PIECE Strongest Character Ranking: Top 30 List
No. 30: Charlotte Cracker
First up at No. 30 is one of the Three Sweet Commanders of the Big Mom Pirates, the user of the Bis-Bis Fruit, Charlotte Cracker.
His main flex is Armament Haki strong enough to cut through Luffy's Gear 4 with a single sword swing, combined with an endless army of durable Biscuit Soldiers. Each soldier is tough enough to overwhelm pirates with bounties in the hundreds of millions. If you're an average pirate, you’re getting crushed by sheer numbers before you even see his real face.
However, compared to someone like Queen (No. 29)—who packs high-tech virus weaponry and the insane tankiness of an Ancient Zoan—Cracker’s "hardness" has its limits. Cracker famously hates pain, making him a glass cannon once his armor is peeled off. Queen’s cybernetic body and diverse arsenal give him the edge in a battle of biological endurance.
No. 29: Queen the Plague
Coming in at No. 29 is Queen, the "All-Star" of the Beast Pirates with a massive 1.32 billion Berry bounty.
Between his Brachiosaurus transformation and his MADS-level scientific genius, he can turn a battlefield into a literal hellscape with his "Ice Oni" virus. Against Cracker’s biscuits, Queen’s tech could likely corrode or dismantle the soldiers while his Ancient Zoan stamina outlasts the commander.
But here’s the thing: in the face of Sanji’s (No. 28) "Exoskeleton" and "Invisibly Fast" movement, Queen’s heavy hits just couldn't connect. Sanji evolved into a biological freak that surpassed Queen’s cybernetics. While Queen is a beast, he couldn't keep up with the speed and heat of the next generation.
No. 28: Sanji
The "Wings of the Pirate King," Sanji, takes No. 28. After the war in Wano, he fused Germa’s science with his own burning passion.
His "Ifrit Jambe" combined with an exoskeleton that’s harder than steel makes him a nightmare for any top-tier commander. He basically moved so fast he vanished against Queen. His regeneration and endurance are now top-class, making him a constant threat on the battlefield.
However, he hits a wall against King (No. 27) and the Lunarian defense. When King’s flames are on, he’s virtually invincible. Since King matches Sanji’s aerial mobility but adds magma-like heat and superior base durability, the "Wildfire" barely takes the win here.
No. 27: King the Wildfire
King, the lead All-Star of the Beast Pirates, lands at No. 27. As a survivor of the "God-like" Lunarian race, his gimmick is broken: total invincibility when his back flame is on, and insane speed when it’s off.
Sanji’s kicks would struggle to dent King in defense mode, while King’s "Imperial Flaming Wings" could incinerate almost anyone. But even this legendary race has a weakness: Advanced Conqueror’s Haki.
Zoro (No. 26) reached the level of "King of Hell" and sliced right through that Lunarian hide. Once King switched to speed mode, Zoro didn't miss his chance to end the fight with one soul-crushing strike. King’s racial traits are legendary, but he was bested by the pure spirit of a master swordsman.
No. 26: Roronoa Zoro
The future World's Strongest Swordsman, Roronoa Zoro, sits at No. 26. After taming the blade Enma and clashing with Kaido, he unlocked "Conqueror’s Haki Infusion"—an elite club for only the strongest.
His AP (Attack Power) is now high enough to scar Emperors. However, he faces a hard counter in Marco (No. 25). No matter how hard Zoro slashes, Marco’s "Flames of Resurrection" can instantly heal the damage. In a war of attrition, Marco can stall Zoro until his Haki runs out, making the "Phoenix" slightly more reliable in high-stakes survival.
No. 25: Marco the Phoenix
The former 1st Division Commander of the Whitebeard Pirates. Marco’s Mythical Zoan allows him to shrug off lethal blows from Admirals like they're nothing.
Against Zoro, Marco can just keep regenerating while using his aerial mobility to chip away at Zoro’s stamina. His Feats in the Paramount War and Wano show he’s much more than just a "commander."
But against Katakuri (No. 24), who sees the future, Marco would find it nearly impossible to land a clean hit. Katakuri’s awakening and Future Sight allow him to target Marco’s vitals faster than the blue flames can heal. Eventually, everyone has a limit to their regeneration, and Katakuri’s Haki mastery edges him out.
No. 24: Charlotte Katakuri
The perfection of the Big Mom Pirates. Katakuri’s Future Sight makes him nearly untouchable.
He can reshape his Mochi body to dodge Marco’s kicks and counter with high-impact strikes like "Buzz Cut Mochi." But pure technique has a ceiling. Yamato (No. 23) possesses the "Makami" Mythical Zoan and Conqueror’s Haki that can simply overpower Future Sight with raw output.
Yamato’s freezing breath can neutralize the Mochi, and his/her raw physical power—which held off Kaido for a significant time—is on a level where "predicting" the attack doesn't mean you can stop the shockwave.
No. 23: Yamato
Kaido’s offspring, who claims the name Kozuki Oden, ranks No. 23. With the "Guardian Deity" Mythical Zoan and Haki taught by Kaido himself, Yamato is a powerhouse.
While Katakuri is technical, Yamato has the speed and "Glacial Fang" to freeze the battlefield, limiting Katakuri’s movement. But even Yamato has a natural enemy: Magnetism. Kid (No. 22) can "Assign" magnetic poles to Yamato’s kanabo or his/her own body, rendering weapons useless. Kid’s raw destructive power was enough to help push Big Mom off the floating island, giving him the edge in "clutch" factor.
No. 22: Eustass "Captain" Kid
One of the leaders of the Worst Generation. His Awakening, "Assign," is a nightmare for Haki users because you can't really "dodge" a magnetic field once it's on you.
He can crush Yamato under mountains of scrap metal or blast them with "Damned Punk." But Kid is a bit of a brawler with big telegraphed moves. Law (No. 21) is the perfect counter. With "Shambles," Law can teleport out of Kid’s range and use "Puncture Wille" to destroy Kid’s organs from the inside, bypassing all that metal armor.
No. 21: Trafalgar Law
The "Surgeon of Death" and user of the Awakened Ope Ope no Mi. Law’s "KROOM" bypasses all defenses to deliver massive internal shockwaves.
He broke Big Mom’s ribs and went toe-to-toe with Blackbeard’s crew. However, Sabo (No. 20) has the Logia intangibility and the Haki of the Revolutionary Army’s No. 2. Sabo’s "Dragon Claw" style is designed to crush the core of an object (or a sword), and his fire could likely incinerate Law’s Room before the doctor can set up a surgical strike. Sabo’s base stats and Haki are just more complete.
No. 20: Sabo
The "Flame Emperor" Sabo takes the 20th spot. Carrying Ace's will, his "Dragon Claw Fist" can shatter armor and cores with ease.
His survival against the Gorosei and his clash with Fujitora prove he’s approaching Admiral level. But he’s not quite there yet. Admiral Ryokugyu (No. 19) is a walking forest. Even with the "Firebreak Forest" technique, Ryokugyu can adapt to fire and drain Sabo’s nutrients to stay immortal. An Admiral’s ability to suppress an entire country’s army usually wins out against a single fighter.
No. 19: Ryokugyu (Aramaki)
The new Navy Admiral. His Mori Mori no Mi allows him to dominate large groups, draining them dry. He humiliated King and Queen (though they were injured) with zero effort.
But his forest would be uprooted by Fujitora’s (No. 18) gravity. No matter how much wood Ryokugyu grows, a "Raging Tiger" gravity wave or a literal meteor from space will crush it into the dirt. Fujitora’s Observation Haki is also so precise he can feel the tentacles coming from underground.
No. 18: Fujitora (Issho)
The blind Admiral who controls gravity. His Zushi Zushi no Mi is a literal cheat code—he can pull down meteors or Pin someone to the ground with 100x gravity.
He outclasses Ryokugyu in sheer scale. However, speed is the ultimate counter to gravity. Kizaru (No. 17) can move at the speed of light. Before Fujitora can even swing his sword to create a gravity well, Kizaru has already put a laser through his head. In the Admiral tier, light speed usually takes the W.
No. 17: Kizaru (Borsalino)
"Speed is weight." Kizaru proved in Egghead that he can kick even a Yonko-level Luffy across the island in a blink.
His light-speed clones and lasers are too much for most to handle. But Aokiji (No. 16) is a different beast. Ice can refract light, and Aokiji’s "Absolute Zero" can freeze a man’s cells instantly. Kizaru might be fast, but Aokiji fought the current Fleet Admiral for 10 days straight. That level of endurance and "Concept Freezing" puts him a step above.
No. 16: Kuzan (Aokiji)
Former Admiral and now a member of the Blackbeard Pirates. His Hie Hie no Mi is a one-shot kill if you touch him without enough Haki.
His Feats against Garp showed his physical strength is also elite. But he famously lost to Akainu (No. 15). Magma is the superior element to ice; it melts and evaporates it, eventually overwhelming Kuzan’s defenses. Akainu’s "Will to Burn" was just slightly stronger during their duel on Punk Hazard.
No. 15: Akainu (Sakazuki)
The Fleet Admiral. His Magma Fruit has the highest offensive power of any Devil Fruit. One graze means losing a limb.
He clashed with Whitebeard and survived. He’s a monster of Haki and raw destruction. But he lands here because legends like Prime Rayleigh (No. 14) exist. Rayleigh has Mastered Haki to a point where he could potentially use "Internal Destruction" to blow away magma without touching it. Rayleigh is a legend who doesn't need fruits to humiliate Admirals.
No. 14: Prime Rayleigh
The "Dark King" and right hand of the Pirate King. In his prime, Rayleigh was a Haki god. Even as an old man, he stalled Kizaru.
In his prime, he would likely dance around Akainu’s magma using peak Future Sight and land devastating Haki blows. But he loses out to Kozuki Oden (No. 13) in terms of "Unstoppable AP." Oden was a wild beast who earned the respect of Roger and Whitebeard and gave Kaido his only permanent scar. Oden’s raw explosive power is just slightly scarier.
No. 13: Kozuki Oden
The legendary samurai of Wano. His "Togen Totsuka" is one of the few attacks in history to truly terrify Kaido.
He tanked Roger’s "Divine Departure" and kept coming. While Rayleigh is technical, Oden is a force of nature. However, Big Mom (No. 12) is a "Natural Disaster" herself. Her "Iron Balloon" skin is almost impossible to cut, and her Homies make it a 4-on-1 fight. Oden might scar her, but Big Mom's soul-hax and longevity probably win the fight.
No. 12: Big Mom (Linlin)
A Yonko and a freak of nature. Her "Ikoku Sovereignty" can erase entire landscapes. It took two Awakened Supernovas to knock her into a volcano.
However, she’s a huge target for Mihawk (No. 11). As the World's Strongest Swordsman, Mihawk's slashes are the most precise in the series. He can cut the "concept" of her Homies and slice through her Haki-hardened skin with his Black Blade, "Yoru." In a 1v1, Mihawk's "God-tier" skill beats her brawling style.
No. 11: Dracule Mihawk
The man who used to duel Shanks and walked away fine. His precision is so high he can deflect bullets with the tip of his sword.
Against Big Mom, he wouldn't miss a beat. But Blackbeard (No. 10) is the ultimate wildcard. With the "Quake" and "Darkness" fruits, he can pull Mihawk in and shatter his bones or negate any tricky fruit abilities (though Mihawk doesn't have any). Blackbeard’s potential to destroy the world makes him a higher threat in the ranking.
No. 10: Blackbeard (Marshall D. Teach)
The only man with two Devil Fruits. He has the ultimate defense-negation (Darkness) and the ultimate offensive (Quake).
He is the dark horse of the Final Saga. But Prime Sengoku (No. 9) was a man who fought Roger and Shiki. His "Golden Buddha" shockwaves are holy enough to neutralize the Quake fruit (as seen at Marineford, even when Sengoku was older). Prime Sengoku’s "Tactical Genius" and peak Haki put him just ahead of the current Teach.
No. 9: Prime Sengoku
The "Resourceful General." His shockwaves can vibrate objects at an atomic level.
He was the only one in the Navy who could truly keep Garp in check. But speaking of Garp, his Prime self (No. 8) is a different beast. Garp didn't need a Buddha fruit; he just used his fists to crush mountains. Garp’s raw Haki is so massive it traditionally outweighed Sengoku’s technical shockwaves.
No. 8: Prime Garp
The Hero of the Marines. The man who cornered Roger dozens of times using nothing but his fists.
His "Galaxy Impact" can delete a town. He is the pinnacle of pure physical power. But even Garp can't kill what won't die. St. Jaygarcia Saturn (No. 7) of the Gorosei showed us that no matter how much you crush them, they just regenerate instantly. Their demonic powers go beyond physics, and even Garp’s Haki might not be enough to stop their "Curse."
No. 7: St. Jaygarcia Saturn
One of the Five Elders. He can explode heads with a look and heal from being turned into mincemeat in seconds.
The Gorosei are basically immortals. However, Prime Whitebeard (No. 6) had the power to "Destroy the World." His quakes are so violent they could potentially disintegrate every cell of a Gorosei member before they can regenerate. Whitebeard’s Conqueror’s Haki also allows him to resist their mental/mystical pressure.
No. 6: Prime Whitebeard
The "Strongest Man in the World." In his prime, he fought Roger for three days straight.
His quakes can flip oceans. He is the apex of "Biological Destruction." But he’s matched by Roger (No. 5). While Whitebeard had the "Fruit" advantage, Roger’s pure Haki was so transcendent that he achieved everything without a fruit. The narrative implies Roger was the slight leader of that era.
No. 5: Prime Roger
The Pirate King. He reached Laugh Tale and changed the world.
His "Divine Departure" is the gold standard for Haki attacks. But Shanks (No. 4) has taken that same technique and arguably evolved it. Shanks has "Observation Killer" Haki and can paralyze an Admiral from miles away with just his presence. Shanks is basically the "Modern Roger" but with more specialized Haki hax.
No. 4: Red-Haired Shanks
The man closest to the One Piece. He is the most complete Haki user we’ve ever seen.
He one-shotted Kid and ended the war at Marineford just by showing up. But against Kaido (No. 3), even Shanks has a rough time. Kaido has the same level of Haki but adds the defense and regeneration of a Blue Dragon. In a 1v1, "Always bet on Kaido." His biological potential is just higher than a human like Shanks.
No. 3: Kaido of the Beasts
The "Strongest Creature." His "Flaming Drum Dragon" form is basically an undodgeable natural disaster.
He took on the entire world in Wano and didn't fall until Luffy literally rewrote the rules of the universe. But that’s the catch—Luffy (No. 2) did exactly that. Gear 5 made Kaido look like a jump rope. Luffy's imagination-based power is the ultimate counter to physical strength.
No. 2: Monkey D. Luffy
The Sun God Nika. Luffy in Gear 5 is basically a cartoon character in a serious manga world.
He can turn lightning into rubber, use the ground as a trampoline, and punch with the size of an island. Right now, almost nobody can beat him in a straight fight. Except... the one who sits on the Empty Throne. Imu (No. 1) swallowed Sabo’s flames and erased a kingdom with a thought. If Luffy is "Liberation," Imu is "Absolute Control." We haven't seen their limit yet, but the Hype is off the charts.
No. 1: Imu-sama
The true ruler of the world. Imu sits on the throne that is supposed to be empty, governing the Gorosei like pawns.
Imu has lived for over 800 years and has likely "erased" many Nikas from history before. Their ability to command the Mother Flame and transform into a massive shadow monster suggests they operate on a level far above the Yonko. Imu is the final obstacle, the "Despair" that Luffy must overcome.
Conclusion: The Dawn of a New Era!

We ranked legends like Roger and Whitebeard high, but gave the edge to modern monsters like Shanks and Luffy because they are the ones destined to "Surpass the Legend."
