No. 20: Genthru (The Bomber)

No. 19: Uvogin (The Powerhouse)
Phantom Troupe Member #11 and the definition of a "Master Enhancer." His "Big Bang Impact" packs the force of a small missile. The man caught a bazooka shell with his bare hands and bit a sniper bullet out of the air—his physical durability is basically Goated.
He’d likely eat Genthru’s bombs for breakfast. But as we saw in his fight with Kurapika, he’s vulnerable to tricky Conjurers or Manipulators who use "invisible" or unavoidable conditions. That lack of versatility is why he sits below tactical experts like Morel.
No. 18: Morel Mackernasey
The Sea Hunter Netero hand-picked for the Chimera Ant extermination. His "Deep Purple" uses a giant pipe to control smoke, allowing for clones, restraints, and total battlefield manipulation. His ability to trap Shaiapouf temporarily was a massive feat of tactical genius.
He could easily outsmart a meathead like Uvogin using smoke decoys and attrition. But smoke is still smoke—it can’t stop a lightning-fast assassin like Killua once he enters "Godspeed" mode, which is why Morel stays at 18.
No. 17: Killua Zoldyck (Godspeed Mode)
The Zoldyck prodigy has evolved his electricity-based Nen into "Godspeed" (Kanmuru), splitting it into "Whirlwind" for auto-counters and "Speed of Lightning" for insane movement. The way he blitzed Youpi—a Royal Guard—without letting him land a single hit is one of the most broken feats in the series.
He’d bypass Morel’s smoke before Morel could even blink. The only downside? His "battery life." Killua needs to recharge, and against veterans like Kite who have massive AOE attacks and zero openings, Killua might run out of juice before landing the finishing blow.

Razor’s raw aura mass and long-range bombardment would keep Illumi at bay. However, a master martial artist like Biscuit, who has 50+ years of experience in parrying and closing distance with minimal movement, has the perfect kit to infiltrate Razor’s "court."
No. 13: Biscuit Krueger (True Form)
The mentor to Gon and Killua and a Two-Star Hunter. Don't let the "loli" disguise fool you; her true form is a muscular titan capable of ending elite Nen users with a single punch. Her "Magical Spa" allows her to recover from fatigue instantly, giving her effectively infinite stamina.
She could likely tank or deflect Razor's balls and get in close. But she hits a wall against Silva Zoldyck. Silva’s raw explosive power is on a scale that can vaporize entire buildings, making close-quarters combat a death sentence even for a master like Bisky.
No. 12: Silva Zoldyck
The current head of the Zoldyck family. He uses massive orbs of aura to create explosions that can level city blocks. In the Chimera Ant arc, he dropped from the sky and turned Cheetu into a meat pancake in one hit. That’s the kind of raw power we’re talking about.
Silva’s AOE is too much for Bisky’s martial arts. Yet, he is slightly more linear than his father, Zeno. Zeno’s "Dragon Head" offers a more precise, multi-angled assault that is harder to dodge than Silva’s direct blasts.
No. 11: Zeno Zoldyck
The legendary assassin who can transmute his aura into a dragon. From "Dragon Lance" to the wide-range bombardment of "Dragon Dive," his versatility is unmatched. Even Chrollo admitted that in a serious 1v1, he isn't sure who would win.
Zeno’s "Dragon Dive" would overwhelm Silva’s more straightforward attacks. However, Chrollo’s "Double Face" upgrade, which allows him to use multiple stolen abilities at once, gives him a tactical edge that even an old pro like Zeno would struggle to counter.
No. 10: Chrollo Lucilfer (Skill Hunter)
The leader of the Phantom Troupe. His "Skill Hunter" is the ultimate wild card, and his fight with Hisoka proved that with prep time, he is virtually unbeatable. With "Double Face," he can now use two stolen abilities simultaneously while keeping his book closed.
The sheer volume of powers at his disposal creates a "checkmate" scenario for most opponents. But when it comes to "death-match" scenarios, Hisoka’s new "Post-Mortem Nen" buff and his absolute refusal to stay dead make him a slightly more terrifying threat in a straight-up brawl.
No. 9: Hisoka Morow (Post-Mortem Buff)
Hisoka is the definition of a wildcard. After his "death" against Chrollo, his Nen became stronger, and he used "Bungee Gum" to restart his heart and replace his missing limbs. Current Hisoka is a "grim reaper" hunting the Troupe, and his physical stats and Gum-based mobility have skyrocketed.
His unpredictability and new "Post-Mortem" power might actually overcome Chrollo’s prep next time. However, he still has to deal with Kurapika. Against a Phantom Troupe member (or someone he perceives as one), Kurapika’s "Chain Jail" is a hard-counter that forces "Zetsu," making Bungee Gum useless.
No. 8: Kurapika (Emperor Time)
When his eyes turn scarlet, Kurapika becomes a god-tier specialist. "Emperor Time" gives him 100% mastery over all Nen categories. His "Chain Jail" is an absolute restraint against the Troupe, and "Steal Chain" allows him to temporarily swipe and lend abilities.
The aura output he gets from his "Vow and Limitation" could crush Hisoka or Chrollo in a 1v1. But even Kurapika can’t bridge the biological gap between humans and the Chimera Ant Royal Guards like Shaiapouf.
No. 7: Shaiapouf (Beelzebub)
The most intelligent Royal Guard. His "Beelzebub" lets him break his body down into microscopic clones, making physical attacks almost useless. His "Spiritual Message" can read and manipulate emotions, winning fights without even throwing a punch.
Kurapika can't bind what he can't catch, and Pouf’s cellular-level division is the perfect counter to chains. But in terms of raw aura and combat evolution, he is eclipsed by Menthuthuyoupi.
No. 14: Menthuthuyoupi (Youpi)
The only Royal Guard with zero human genes, Youpi is a mountain of raw power and shapeshifting rage. His "Rage Blast" and final centaur-like form were enough to push the extermination team to the brink of despair. His aura quantity is so massive it’s almost immeasurable.
Youpi would eventually stomp through Pouf’s clones with sheer AOE. But he lacks the lightning-fast lethality of Neferpitou. Pitou’s "Terpsichora" activates in less than 0.1 seconds—faster than Youpi can even begin to transform.
No. 4: Neferpitou (Terpsichora)
The first Royal Guard born and a combat specialist. Their "En" had a 2km radius and felt like pure malice. With "Terpsichora," Pitou pushes their body beyond its physical limits, moving so fast that even Netero’s movements were barely trackable.
Pitou’s speed would end Youpi before his rage could peak. But when Pitou faced Netero, they were swatted away like a fly. The "Prayer" of a master is simply on another level of existence.
No. 4: Isaac Netero (100-Type Guanyin Bodhisattva)
The Chairman of the Hunter Association. Through decades of "Punches of Gratitude," he achieved a speed that literally "left sound behind." His 100-Type Guanyin Bodhisattva is the ultimate defensive and offensive wall. Pitou couldn't even see the hands coming.
He is the strongest human to ever live. But even his "Zero Hand"—his ultimate move—only gave Meruem some scratches. That fact alone defines the "Power Cliff" between humans and the Ant King.
No. 3: Ging Freecss
Ging is a "Top 5 Nen User" globally. While we haven't seen his "main" ability, his ability to copy any striking ability just by seeing it once is insane. He’s leading the Dark Continent expedition and was the only one Netero truly respected as a peer in terms of potential.
Ging’s "Understanding" of Nen is likely the highest in the series. But against "Adult Gon," who sacrificed everything for a single moment of peak power, even Ging’s genius might not be enough to survive the onslaught.
No. 2: Gon Freecss (Adult Form)
To kill Pitou, Gon made a contract to gain all the power he would ever have, compressed into one moment. Pitou noted that his power "reached the level of the King." He pulverized the strongest Royal Guard as if they were a toddler.
This form is the pinnacle of physical Nen output. However, even "Adult Gon" would struggle against "Post-Rose Meruem." Meruem’s post-rose evolution added flight, photon-level detection, and near-instant teleportation to his already invincible kit.
No. 1: Meruem (Post-Rose)
The King of the Chimera Ants. After consuming Youpi and Pouf, he became a literal god. His aura could cover an entire country in an instant, detecting not just locations but the emotions of everyone within it. He was faster than Netero’s prayer and durable enough to survive a nuke.
